Completed bounded Access source implementation/characterization for existing
Secrets SECRETS-WP-0013-T01 and Platform RPF-WP-0035-T12 drivers: separate
proposed execute-ccr v1 package with literal owner-admission refusal; out-of-band
KeyCape RS256 human/MFA/directory-tenant source verifier; closed source-provider
integration contract; actual Secrets Python descriptor/canonical digest ↔ Go/OPA
interoperability and synthetic future-projection allow/denial tests. No v2
policy overwrite, new identity service, unsigned enable switch, API integration,
provider admission or runtime/native/credential action occurred. Source tests
passed; current package always denies initiating-provider-unadmitted. Synthetic
allows use an isolated test-only package source replacement, never caller flags.
This is the completed source preparation anchor, not formal owner acceptance.
Any formal source receipt must follow persistence of this exact own-repo record.
No operational milestone closes; authoritative issuer/client, User/Tenant
membership and representation/server injection, served approval joins and native
execution remain on the existing drivers.
