FLEX-WP-0040-T07: sitting pin test follows the v14 release candidate values

58a12d2 moved values/informed-decision-sitting.yaml to the v14 candidate image
and policy path; TestSittingImagePinMatchesRecordedBuild still asserted the
2026-10-04 bdac62bc cutover pin. It now asserts the recorded candidate.
