Rules are unconditional; the executor (rein-aharness approach assembly-checkpoint) enforces the authoritative date windows in assembly-economics/checkpoints/schedule.md. Founder-approved 2026-10-12. Only the external-definitions ConfigMap changes in k8s/gitops (render_gitops.py --check passes).
