Mark APPROVAL-WP-0002 blocked after loose-ends sweep finds no reachable local work

WP-0001 and WP-0003 are already finished with no open tasks. WP-0002's
remaining tasks (T01, T04, T05) are all gated on external owners
(KeyCape, audit-core, secrets-engine, platform credential custody);
nothing in this repo's own surface moves them forward.

## Loose-ends review — 2026-09-27
Swept every workplan in this repo (`APPROVAL-WP-0001` finished, `APPROVAL-WP-0003`
finished, both with no open tasks) for implementable work. This workplan is the
only one with open tasks, and all four remain reachable only through owners
outside this repo: T01 (KeyCape human-client registration bound to the tenant
source it still owes, plus native issuer proof), T03 (the same KeyCape
registrations, audit sender credential, rollout, restart/restore evidence),
T04 (audit-core sender registration/ingress admission and live drain), T05
(T03 deployment plus a served secrets-engine consumer binding). Confirmed no
code, schema, test, or doc change in this repo would move any of the four
forward — each blocking condition is stated in its own task history above and
none of it is guessable without an owner's answer (T01's tenant source, in
particular, is explicitly not to be guessed). Full suite still passes (169
tests). Workplan status moves `active` -> `blocked` to reflect that this repo
has exhausted its own reachable surface until an external owner responds;
inbox items received since the 2026-09-10 update (KeyCape/glas-harness/
flex-auth/gate-house/grok) are status requests or informational and do not
supply the missing owner answers. No new task or workplan opened.
