`INTENT.md` Purpose and What approval-engine Owns make this repository an Engine/PIP

owning authenticated, durable, consumable approval facts, while access-engine remains

||||
sole PDP. A11 r2 makes this repository's own INTENT frontmatter authoritative and its

||||
sidecar derived; it preserves that self-declared boundary rather than creating a

||||
second decision authority. Its expressly permitted single-repository scope is suitable

for approval-engine's local declaration checks and requires an honest catalogue result.

A12 r3 treats the layer as a standing property, independent of canon revision. This

||||
matches the engine's stable PIP intent. Its explicit provenance exclusion resolves our

||||
previous finding about `Outside §5 by the v0.5 scope rule` in the sidecar rationale;

it does not allow a version-bearing standard/companion identity value or path. Keeping

||||
stance/claims/classification maps outside the declaration-only rule preserves versioned
|
||||
approval contract and security evidence records. Neither amendment changes binding,
|
||||
consumption ordering, outbox atomicity, freshness or distinct-approver requirements.

## Earlier returns and revision precision

||||
GH-WP-0004 T09 records approval-engine's assent to first-circulated A9–A13 at

||||
98d337c4, then approval of A12 r2. The 71ae259 implementation removed
|
||||
companion_version but retained a precisely allowlisted prose citation as an open reach
|
||||
question. Neither earlier return is assent to A11 r2 / A12 r3. This is a fresh technical
|
||||
owner review of the exact current file digest above, not inferred historical assent.

||||
GH-DEC-2026-021 §1 resolves the prose question in r3; §5 adds A11's single-repo scope.
|
||||
|
||||
The repository instructions do not reserve this technical review to a human. The
|
||||
accepted Custodian delegated-owner-review v0.1 standard separates owner review from
|
||||
human decision and recording. This entry exercises only approval-engine-owner review.
|
||||
GateHouse dispositions its round; net-kingdom retains publication/acceptance authority.
|
||||
The accepted statute remains v0.7 and no acceptance flag is changed by this review.
