Owner answer in docs/bounded-execution-admission-carrier.md: binding, consume
and revoke are supported today; aal2 is recorded but not enforced. Workplan
APPROVAL-WP-0007 proposes an assurance floor, opt-in approver/consumer
correspondence, revoker evidence and a synthetic carrier proof.
