All five bundled decisions approved as recommended (domain-assistant
pattern, new qonto-assistant repo, v1 no-spend policy freeze,
streamable-HTTP MCP transport, no vendor MCP as internal backend).
Closes BINKY-WP-0007-T01; T02 (service skeleton) unblocked.
