Adds the free handelsregister.de retrieval path, the four fields to verify, the 2binky/ filing rule that keeps personal data out of repo evidence, and the explicit Orange/Red boundary (reading is Orange; any notary-lane change is Red). Prepared for UPC-WP-0002-T01.
