workplans(CORE-WP-0010): mark blocked pending operator archive approval

Reviewed all open/active/blocked/proposed/ready workplans for finishable
loose ends. Only CORE-WP-0010-T05 remained open; its remaining checklist
(production stabilization gate against the live host, Forgejo admin
credential routing, rollback scale-down, operator approval) requires
production/operator access this session doesn't have. make test still
passes; move the workplan and task to blocked/wait rather than push
through unattended.
