dcbdb02c77 Record the kernel proposal for DECISION-WP-0003. 
A D1 decision is question, choice, and reason. Every other draft section stays an envelope, and the schema draft is unchanged.

f7f440dfff Record the schema probe for DECISION-WP-0002. 
Add six illustrative decisions and the pressure note, and open DECISION-WP-0003 for the kernel proposal.
