## Decision surface and procedure handoff — release 0.2.0
Review `docs/decision-runbook-integration.md` and the two new journey cards.
`docs/decisions/profile-adoption-intake.draft.json` is an unsigned, unsubmitted
packet for the existing adoption question, checked against the real owner
validator with a synthetic test grant. Confirm class/group and submission route
with informed-decision; no grant or live intake service is assumed.
The native orientation pack prepares evidence only. It does not resolve the
existing RBT-WP-0006 execution decision or implement an authorization gate.

# Human decisions and guided procedures in Emergent Security
Emergent Security teaches agents how to recognize a security situation and
find its owner. **informed-decision** (the actual repository name is singular)
makes a human's decision informed and attributable to a presentation.
**runbook-tutorials** guides the procedure and records progress. Their records
link together; none can replace another owner's authority.
```mermaid
flowchart TD
P --> E[access-engine: operational PDP decision]
E --> R[Owning procedure via runbook-tutorials]
R --> O[Owner performs separately authorized effect]
O --> V[Owner verification and audit evidence]
V --> K
```
This is a conceptual routing diagram, not an implemented orchestration service
or mandatory temporal order between all owner calls. The PEP follows its current
request, claim, consumption and effect contracts. Owner-attributed plan
exceptions remain exactly scoped; this diagram does not invent a new gate.
## Ownership and evidence links
| Record | Owner | Link retained by the handoff | What it cannot establish |
| --- | --- | --- | --- |
| Orientation receipt | emergent-security | Package version/digest, card, source status, resolved scope | Delegation, live readiness or permission |
| Decision Memo / presentation | informed-decision | Memo ID/version, packet hashes, presentation `view_hash`, distinct `awareness_hash`, human disposition reference | PDP allow, approval consumption, verified mandate graph or root activation |
| Approval object | approval-engine | Exact approval ID, binding digest, validity and consumption receipt where required | What the person was shown; automatic execution |
| DecisionEnvelope | access-engine | Submitted request binding, current policy/facts, lifetime and owner verification | Reusable authority after changed scope/expiry |
| Runbook pack/run | Procedure owner / runbook-tutorials engine | Owner path, pack digest, run ID, environment, gate/check evidence, deviations | Authenticated human approval or independent custody from a local checksum |
| Effect and verification | Actual executor / effect owner | Decision and approval references, effect result, checks, rollback result | Success of unobserved effects |
| Evidence / work tracking | audit-core / Statehub respectively | Custody receipt and live task/decision references | A missing event never happened; a work note is a runtime approval |
Preserve original delegator, drafting agent, authenticated submitter, requester,
represented principal, human reviewer and runtime actor as separate identities.
Carry non-secret references between these records. Private packet contents stay
in the owner's approved storage; they are not copied into the general knowledge
package or a runbook capture. Do not join records by similar display names or
substitute one digest for another.
## Delivered integration
Release **0.2.0 (pilot)** adds `decisions` and `runbooks` cards, startup discovery,
and revision-pinned owner contracts/code. There are 14 cards, 24 owners and
69 source files. This is file review, not live capability verification.
- `runbooks/security-orientation/pack.yaml` is a native v0.2 pack owned here. It
resolves scope, prepares an unsigned question when needed, identifies the
current owner procedure and records unresolved prerequisites. All steps are
manual-only; no step or verification shell commands exist. A completed run
means preparation only. It does not mean a human answered or any effect ran.
- `docs/decisions/profile-adoption-intake.draft.json` is a concrete **unsigned,
unsubmitted** owner-format draft for the existing adoption decision. It asks
only about this exact knowledge profile. Its `serves.resolves` is `never`, so
it cannot automatically close the broader owner-adoption decision.
- `tools/build_adoption_draft.py --check` binds that draft to the current
knowledge release and packet content. Rebuild after a release change and
review again. The proposed `knowledge-profile` class and `net-kingdom-admins`
group are not claimed as an admitted submitter route. Tests use a synthetic
grant only, and separately demonstrate refusal without admission.
- Eight additional provider scenarios distinguish drafting/binding, current
intake readiness, the different hashes, auto-confirm, waivers, seals,
pack ownership, and returned decisions.
Existing pilot pointers load the shared package, so no repeated edits to their
agent instructions are required. Previous 0.1.1 provider evidence remains
historical; it is not silently relabeled as evidence for 0.2.0.
## Current limits and concrete owner dependencies
| Dependency | Current evidence and next step | Live work record |
| --- | --- | --- |
| Automated memo submission | Offline validation and write-back code exist; listener, workload custody, admission and live rollout are unfinished. Keep the local draft ready and use the current owner-mediated attended route when submission is authorized. Do not assume an endpoint is live or mint a submitter grant. | INFD-WP-0005 T04–T10; EMERGENT-WP-0002 T02/T09 |
| Profile adoption | Owner review must decide accuracy/publication, class/group and the exact submission path. Drafting is already authorized; no human answer or owner assent has been fabricated. | Decision `d20a9750-2b29-534e-8227-fb866581a6ca`; EMERGENT-WP-0002 T02 |
| Engine execution/index | Automatic step execution, estate index and inter-pack dependencies remain deliberately deferred. Use explicit owner pack paths. No need to implement these to use the preparation pack. | RBT-WP-0006; existing decision `1e517449-2114-4a8f-9c6b-fcdbe977378e` |
| Runtime enforcement bridge | Pack actor/privilege/authorized_by fields and local waivers are not authenticated owner facts. No external approval/PDP gate plugin is claimed. Future execution requires an exact owner design, not a generic `approved: true` field. | EMERGENT-WP-0002 T06 mapping; RBT-WP-0006 T01/T06 |
| Independent assurance and rollout | Prior Grok routing retries timed out; actual compaction/harness proof, independent review, owner feedback and fleet reach remain unproven. | EMERGENT-WP-0002 T05/T07/T08/T09/T10 |
Informed Decision's SCOPE explicitly retains signature-attribution,
presentation-to-entry correlation and commitment-only custody gaps. This
integration preserves those limits. Runbook auto-confirm can execute checks and
auto-confirm manual checks, although it never executes the step command. Generic
waivers, overrides and push-through remain local engine features; they cannot
satisfy an external human decision. A local seal is a recomputable checksum.
## Reproduce the offline checks
With the reviewed owner checkouts next to this repository:
```bash
PYTHONPATH=src python3 -m emergent_security.knowledge --repositories .. show decisions
PYTHONPATH=src python3 -m emergent_security.knowledge --repositories .. show runbooks
PYTHONPATH=../runbook-tutorials python3 -m rtut validate .
EMERGENT_OWNER_ROOT=/home/worsch python3 -m pytest tests/test_owner_links.py -q
python3 tools/build_adoption_draft.py --check
```
Set `EMERGENT_OWNER_ROOT` to the actual checkout parent on another machine.
Tests load the real owner validators/engine, create run state only in temporary
fixtures, and never call a live service. Owner-contract tests are explicitly
skipped without the environment variable; ordinary package tests remain portable.
To view the actual pack, use the owner's installed `rtut ui .` in this checkout.
A UI session is not started or exposed by this integration.
Authoritative references: the pinned `informed-decision` and `runbook-tutorials`
entries in `knowledge/sources.yaml`; related contracts in
`docs/operational-contracts.md` and owner map in `docs/netkingdom-integration-map.md`.

# Decision and runbook integration evidence
Release **0.2.0**, pilot. Knowledge manifest digest:
`33bd6ea3b7bf3ea28144ffb20a62b4fcf4b2b7cb7aeddc1da0585fa6853b6162`.
## Delivered and checked
- 14 cards, 24 owners, 69 revision-pinned source files; all local reviewed
source hashes match. Startup is 4,863 UTF-8 bytes within the 5,500-byte budget.
- `decisions` and `runbooks` teach the presentation/approval/PDP/procedure
boundaries, current owner capabilities, and escalation routes. Startup
discovers both; current pilot pointers load this shared release.
- Native v0.2 orientation pack passes runbook-tutorials' actual schema and
semantic validator. The pack contains no shell commands, makes all steps
manual-only, and stops at preparation/handoff.
- Concrete unsigned adoption draft passes informed-decision's actual intake
validator **with a synthetic test grant only**. It has no approval binding,
prebound human, submission receipt or human answer. `serves.resolves=never`.
- **336 tests pass** in the checkout and built source distribution: 327 portable
tests plus nine real owner-contract tests enabled by `EMERGENT_OWNER_ROOT`.
Without that variable the nine integration tests explicitly skip.
- The real intake validator refuses missing admission, forged reviewer,
caller-pinned approval, caller-supplied effect actor and altered packet content.
The actual runbook engine refuses out-of-order handoff and missing evidence,
and stops auto-confirm at the manual-only entry step. Run state lives only in
disposable temporary directories; no operational rehearsal is claimed.
- Withdrawing either new owner withholds its journey and startup while unrelated
root guidance remains retrievable. Existing reference evaluator tests pass.
- Wheel and source distribution build. The wheel carries all 14 cards and the
new card bytes match the reviewed release. The source archive contains the
pack, draft and integration tests. Release seal and draft freshness checks pass.
## Provider understanding
`2026-10-03-claude-decision-runbook-probe.json` records a fresh Claude session
(`claude-opus-5-5`, installed default) answering eight integration scenarios.
The implementing Codex session reviewed recipient, action, ownership and
citations. The corrected run preserves all required boundaries; no unsafe
recommendation was observed. `pep-owner` is equivalent to the effect owner
responsible for authorization verification. For an unspecified procedure owner,
resolving that owner with the delegator before placing the pack is appropriate.
The first run used an overly broad delegator route in several answers. Cards
were made explicit about draft submission, engine questions and effect-owner
verification, and the eight cases were rerun. The retained report is the
corrected result for the exact release digest above. This is not independent
review. No full 28-case or cross-provider certification is claimed for 0.2.0;
older provider evidence stays tied to 0.1.1.
## Limits and remaining live work
No memo was submitted, approval answered, service deployed, notification sent,
external policy changed or infrastructure step executed. A local run seal is
not independent custody; a valid draft is not submitter admission. The proposed
memo class/group and actual submission path require owner disposition.
EMERGENT-WP-0002 remains active. T11 completes the local knowledge/offline
handoff integration; T02/T05/T07/T08/T09/T10 retain adoption, independent review,
actual compaction/harness continuity, full Grok validation and wider rollout.
Automation is linked to existing INFD-WP-0005 and RBT-WP-0006. The existing
adoption decision remains open. See `docs/decision-runbook-integration.md` for
exact record links and the owner review package.

# Prepare a human decision
The repository is `informed-decision` (singular). It owns the Decision Memo,
what a human was shown, and presentation/disposition evidence. Agents draft a
single concrete question, requested act, alternatives, consequences and a
non-secret evidence packet. The human answers in the authenticated review
surface. Do not accept, decline, acknowledge required highlights, sign, or
seal on the human's behalf. A draft, review-group membership, silence, timeout,
and a Statehub decision note are not a human bind or runtime approval.
Route a prepared decision packet to informed-decision for its submission/review
path; ask the delegator only when the question, scope or mandate is unresolved.
Verification of approval and PDP bindings belongs to the effect owner/PEP using
approval-engine and access-engine, not to a new general approval by the delegator.
Keep identities distinct: original delegator, drafting agent, authenticated
submitter/requester, represented principal, human reviewer, and effect actor.
`drafted_by` is asserted provenance, not authentication. The reviewer starts as
`pending-human-session`; the surface binds the actual authenticated subject.
`view_hash` commits the presented binding document; `awareness_hash` is separate.
Neither is approval-engine's binding digest or access-engine's request digest.
Current owner evidence: the browser review surface is deployed according to
its dated SCOPE; INFD-WP-0005 has offline intake validation and a write-back
adapter, but its listener, admission, workload custody and rollout are unfinished.
Do not assume POST /v1/memos or a Statehub forwarding route is live. Prepare the
unsigned packet locally; use the owner's current attended submission route
when authorized. Never invent client credentials or register yourself as an
admitted submitter. No extra human permission is needed merely to draft.
For a protected effect, the human disposition must be reflected in the exact
approval-engine object where required; the effect owner verifies its claim,
validity and consumption contract and the current access-engine decision.
`return` and `discuss` leave the decision unresolved; rejection or changed scope
requires revision, not an automatic retry. Acceptance does not execute a runbook.
Known evidence limits remain: the owner reports no PDP signature verification
in its surface, view_hash is not inside the approval entry, and commitment-only
audit custody cannot reconstruct withheld content. Local draft validation closes
none of those gaps. An adoption memo can ask about this knowledge profile; it
cannot also authorize root recovery, production changes or fleet control changes.

# Guided procedures and evidence
`runbook-tutorials` owns the pack schema, validator, engine and local UI.
The procedure owner keeps operational packs under its own `runbooks/` directory:
net-kingdom for its bootstrap procedures, ops-warden for access routing, and
other owners for their own effects. Emergent Security owns only its orientation
and rehearsal pack. Discover a specific pack from its owner; a cross-repository
pack index and automatic step execution remain RBT-WP-0006 work.
Route questions about engine auto-confirm behavior to runbook-tutorials. Route
claims that a waiver or rehearsal seal satisfies a protected effect to that
effect owner/PEP for verification against its actual prerequisites. Ask the
delegator only for unresolved task scope or an outstanding human decision.
Read the actual pack and scripts before running or verifying them. Resolve
actor, tenant, environment, target, current pack digest, knowledge release,
applicable human decisions and effect-owner prerequisites. Schema validity and
maturity are evidence of a procedure, not an access grant. Pack `actors`,
`privileges`, `authorized_by`, confirmation text and local waivers are descriptive
or operator-supplied records; they are not authenticated approval-engine facts.
Prefer manual mode for security handoffs. Auto-confirm never runs a step's own
command, but it CAN run verification commands and auto-confirm manual checks.
Treat verification commands as code with their own effect scope. Auto-confirm,
waivers, overrides, push-through and timeouts cannot discharge a required human
decision or authorization gate. Keep a human decision in informed-decision and
verify the owner's current approval/PDP contract before any protected effect.
The engine's generic waivers must not be mistaken for permission to bypass it.
Capture non-secret references, not credentials, tenant packet content, bearer
material or raw command dumps. Secret-marker scanning is incomplete. A local
sealed run is a content checksum, not signed identity, independent custody or
proof of authorization; someone controlling the file can also recompute it.
A succeeded run is limited by its actual checks, environment and pack revision.
Record deviations and unavailable evidence; never relabel them as success or
promote rehearsal maturity into production assurance.
On source/pack changes, resume or scope changes, reload knowledge and recheck
prerequisites. Route decision uncertainty to the human/delegator via
informed-decision; procedure defects to the pack owner; engine defects to
runbook-tutorials; security findings to risk-nexus and the defect owner.

Adopt Emergent Security knowledge {version}, release digest {digest}, as a
non-normative orientation profile for coding agents in NetKingdom.
The profile points to existing owners, withholds stale guidance, and separates
human decisions, runtime approvals, PDP decisions, credentials and procedure
records. This asks only to accept that orientation boundary. It does not amend
owner contracts or authorize operational effects, autonomous execution, root,
credential changes or fleet rollout.
Alternatives: return for wording/source corrections; decline this profile;
accept this exact orientation boundary with the documented evidence limits.
Changing the reviewed package requires a new review, not reuse of this answer.
Evidence: knowledge/sources.yaml; docs/decision-runbook-integration.md;
docs/operational-contracts.md; docs/adoption-review.md; docs/evidence/.
Earlier provider reports concern release 0.1.1. New integration evidence is
separately scoped; no independent review or full Grok validation is claimed.
Actual compaction/harness proof and wider adoption remain open in EMERGENT-WP-0002.
The draft is unsubmitted. The proposed memo class and review group must be
confirmed by the owner; a synthetic test grant proves format only. INFD-WP-0005
intake rollout remains unfinished. This draft resolves no Statehub decision.

Evidence index: `docs/evidence/2026-10-03-implementation.md`. The remaining work
is held by these live task IDs, not abandoned as prose. No DoD-Ok is claimed for
EMERGENT-WP-0002, and no outside owner assent has been fabricated.
## T11 — Link human decisions and guided procedures
```task
id: EMERGENT-WP-0002-T11
title: Integrate informed-decision and runbook-tutorials as knowledge and offline handoffs
status: done
priority: high
```
User-directed follow-through (2026-10-03). Implement the existing owner split:
Emergent Security orients, informed-decision presents/binds human decisions,
approval-engine owns approval facts, access-engine decides, procedure owners
execute with runbook-tutorials guidance. Do not create another PDP or assume
unfinished automated intake/execution capabilities.
Delivered: release 0.2.0, `decisions`/`runbooks` cards and startup discovery;
24 owners/69 source files; `docs/decision-runbook-integration.md`; native v0.2
orientation pack; concrete unsigned adoption draft checked with the real
informed-decision validator. The proposed memo class/group is not an admitted
grant. Nine real owner-contract tests cover accepted unsigned format, missing
admission, forged binding/content and runbook prerequisites/manual-only behavior.
Two additional retrieval tests verify owner withdrawal invalidates the relevant
journey/startup without withholding unrelated guidance. The corpus now has
28 scenarios; new provider evidence stays separately scoped to release 0.2.0.
Acceptance: actual owner validators accept the local artifacts; negative
contract tests pass; knowledge remains read-only and preserves owner limits.
This task is complete for the local knowledge/offline handoff scope only.
## Follow-through checkpoint — decision and runbook links, 2026-10-03
T01/T03/T04/T06 remain delivered and are extended by T11. The earlier 0.1.1
checkpoint and provider reports are historical evidence, not current-release
claims. Current index: `docs/evidence/2026-10-03-decision-runbook-integration.md`.
- T02: a concrete unsigned memo now targets the existing adoption question.
Decision `d20a9750-2b29-534e-8227-fb866581a6ca` remains open; no owner assent.
- T05/T07: new scenarios exercise human/approval/engine evidence boundaries.
Actual compaction/harness proof, full Grok validation and independent review
remain open; an implementing agent's review cannot replace them.
- T08/T09: existing pilot pointers discover the new release without instruction
rewrites. The preparation pack is schema/contract-tested; no attended real
run, fleet acknowledgment or owner feedback is claimed.
- T09: automation dependencies are explicitly linked to INFD-WP-0005 and
RBT-WP-0006, including the existing runbook decision
`1e517449-2114-4a8f-9c6b-fcdbe977378e`. No duplicate owner task or invented
live integration is created. These optional automation features do not block
using the knowledge cards and offline preparation pack.
- T10 stays waiting for the original completion contract. Independent review,
human adoption and external readiness cannot be asserted from local tests.
