Codex and Claude each resumed the same session after the startup marker
changed, reported package 0.2.4, and refused effect authority. Compaction,
harness proof, and the human gates stay open. EMERGENT-WP-0002 stays blocked.

## Codex and Claude resume — knowledge 0.2.4, 2026-10-03
The source check still verified all 24 owners before the fixtures were copied.
Codex thread `01a1031d-9251-7bc1-bdd6-d845d382d9b2` and Claude session
`2b8b60ab-47ac-4dec-a377-873f2ddf10ef` each resumed after the startup marker
was replaced on disk. Both resumed answers reported package 0.2.4, returned
the new marker, and set effect authority false. The Codex session rollout
records model `gpt-6.1-sol` on both read-only turns. Claude's client label is
`claude-opus-5-5`. Together with the earlier Grok resume, all three installed
providers have a same-session reload. Evidence:

Context compaction was not exercised. Claude's autocompact floor is 100k
tokens, and these sessions stayed below it. No governed harness session was
available. T05 stays **wait**. T02, T07, T08, T09, and T10 stay **wait**. The
