"source_path": "/home/worsch/emergent-security/knowledge/cards/tenant.md",
"route": "Send it to the platform side, not the tenant admin: access-engine (flex-auth), the estate's only operational policy decision point, makes the decision. If a human decision is needed to widen or change the platform envelope, it goes to the platform's human authority (the founder or platform owner). An agent can draft that request, for example through informed-decision, but cannot approve it itself.",
"reason": "The tenant card and the start card both say platform envelopes bound a tenant and tenant governance can only narrow them. A tenant admin cannot approve anything outside the envelope, so an out-of-envelope request goes to the platform and is never handled as a tenant-admin override. A timeout means the request escalates; it never means it was approved. tenant-engine is the policy information point (PIP) for tenant facts: existence and lifecycle, grouping, capability roles, plan, and guardrail ceilings. Those facts are inputs to the decision, not permissions. tenant-engine makes no authorization decision and has no approval objects (approval-engine owns those). Its writes, including guardrail overrides, are gated by flex-auth and are denied if the authorizer is unset or unreachable. So tenant-engine cannot grant or widen anything here. All it can do is report the tenant's current ceilings and roles to the decision-maker. This is orientation only, not authority or proof that anything is live. Source note: sources.yaml pins tenant-engine at revision 4f7fd11, but the local HEAD is bed9855. I did not check the digests myself; the runner reported that it verified them."
