c0d0d92e9f Make the layer declaration a boundary, and review the boundaries it implies.
INTENT.md pinned standard_version: "0.7" in the frontmatter §11 requires. That
conflated two things the standard separates itself: assent "records assent to a
BOUNDARY, given at the version named. It is not assent to the current text."
flex-auth is Engine/PDP at v0.6, v0.7, v0.8 and after; the role does not change
when the text is amended. The field was also decorative — parsed into
Declaration.StandardVersion and never validated — so the version was load-bearing
only via a test asserting it equalled 0.7.

That test is inverted rather than deleted: internal/layer now rejects a version
pin in the declaration and requires conformance_record to name a file that
exists. Version-scoped state moves to docs/conformance/security-layer-conformance.md,
a derived artifact carrying what it derives from and the version derived at, as
§11 requires of derived artifacts.

SCOPE.md: gap assessment replaces "conforming with one declared gap" with three
gaps, each with an owner and a route. G2 is new — flex-auth declares no emission
guarantee where §11 requires one of every §4 source of evidence. It is recorded
as a gap rather than as conformance because the flattering reading, that
audit-core is the source and flex-auth merely produces, has been asserted by
nobody but flex-auth. Also corrects the stance register from two rows to five.

Fixing one line meant reading what the declaration asserts, and a boundary is
only half held here. docs/conformance/boundaries-review.md checks the other
halves across twelve counterparts and finds four security-relevant repositories
with no layer declaration at all — including key-cape, the identity source whose
claims flex-auth consumes as normative input. That boundary is asserted from one
side only. Recorded as unstated, never as agreed.

0e2efa8fcf Align INTENT and SCOPE to security layer model v0.7; plan conformance work

The standard was accepted at v0.7 on 2026-08-29. Four of flex-auth's review
findings are in the accepted text: 9.3's two-owner split, 6.4.2 scoped to the
decision's own binding with our canonical request digest as its mechanical test,
9.7.2 split by role, and 17 moving the decision-record schema to access-engine.

INTENT.md
- Machine-readable layer declaration in frontmatter (layer: Engine, role: PDP),
  which section 11 requires and we did not have. audit-core noted our
  declaration was legible only by following the decision trail.
- PDP failure semantics stated: our outage is consumer residue, not input
  degradation; fail-open is not expressible by a PDP at all.
- Four owned obligations added: the decision-record schema as our contract, the
  request digest as the published replay test, a lifetime on every allow, and
  visibility deadlines per input class.
- A Layer Conformance section stating the state honestly: conforming with one
  declared gap, no Tooling client, not PEP-shaped.
- Vocabulary correction: earlier text dropped "control plane" as Staff
  vocabulary. Section 8 binds it to the Engine layer, which is why kings-guard
  was asked to release it. The term is ours; we prefer "decision engine" for
  precision, not boundary.

SCOPE.md
- Layer and role in the one-liner; the four obligations In Scope; five
  boundaries established in review but never written down Out of Scope.
- Three capability blocks marked planned for workplans completed in May are now
  current; two blocks added.
- Superseded ADR-0006 citation corrected to ADR-0009, which retires the global
  flag outright rather than deferring it.

history/2026-08-29-layer-model-v0.7-alignment-review.md checks each obligation
against the code and finds six gaps. FLEX-WP-0019 closes them, with T02 before
T04 because a visibility deadline for registry-borne facts is unfalsifiable
until provenance can identify the snapshot a decision read.

flex-auth answers gate-house's assent request on the three items ratified in
GH-DEC-2026-001, following the estate precedent that a boundary is drawn on
review by the other side.

Assent to all three, with one conformance debt flex-auth accepts as its own and
two conditions on the rename:

- Engine framing and sole decision point: assent. flex-auth cannot hold this
  boundary against zone-engine and decline it as a general rule. But standard
  section 6 also binds flex-auth: DecisionProvenance carries no registry
  snapshot digest, so a decision that turned on registry content cannot be
  replayed from its own provenance. Recorded as a known non-conformance rather
  than claimed as conformance.
- access-engine rename: assent to the name, not to execution. Repository
  identity and runtime identity must rename in separate revertible steps —
  since FLEX-WP-0016 the enforcing ops-warden pin binds tokens to the
  protected-system name, so a single-step rename 401s every warden sign,
  including the certificate the ops-bridge tunnels depend on. FLEX-WP prefix
  ownership stays with the repository.
- Authoring/evaluation split: assent, with the section 6 test applied
  symmetrically — a gate-house authority ceiling that determines an outcome
  reaches the decision as an input claim or as a rule in the versioned policy
  package, so its application stays reconstructable from the decision record.

FLEX-WP-0017-T03 stays wait: the design half re-routes to gate-house, the
durable storage half remains unowned and is raised as an engine gap under
section 5.

Decision id follows the canon scheme {PREFIX}-DEC-YYYY-NNN.

fe46122940 Reframe INTENT as an Engine and the sole decision point
Per gate-house GH-DEC-2026-001 and net-kingdom canon
security-layer-model_v0.1. The rename to access-engine is NOT part of this
change; it remains a separate governed migration.

- Drop the "control plane" self-description: that is Staff-layer vocabulary,
  and flex-auth is an Engine — a deterministic API where the same
  authoritative input state yields the same result.
- State the exclusive role: flex-auth is the only policy decision point in
  NetKingdom. No other repository, in any layer, renders or caches a decision.
- Split authoring from evaluation. flex-auth owns evaluation exclusively plus
  the policy-as-code mechanism; gate-house owns the doctrine, invariants,
  authority ceilings, operating modes, and the authority context consumed as
  input claims; policy content stays with the protected system's owner.
- Record the access lane/rule demarcation: ops-warden and ops-mason own lanes
  (how a worker reaches a host), flex-auth owns rules (whether they may).

b4520bd731 docs(intent/scope): align with ops-warden as first shipped consumer
ops-warden's SSH signing policy gate (FLEX-WP-0006 finished, FLEX-WP-0007
deploying) makes it flex-auth's first shipped protected-system consumer.
Update the intent baseline to match the implemented reality:

- SCOPE Current State: standalone Go core + /v1/check is implemented;
  FLEX-WP-0001/0005/0006 complete, 0007 blocked only on T4 VAULT_TOKEN.
- SCOPE Related/Overlapping + Disjoint From: ops-warden is now a consumer,
  not merely disjoint; the once-hypothetical "agt as flex-auth subject"
  flow is realized through the signing gate. Disjointness narrowed to the
  identity surface (warden issues certs, flex-auth never does).
- INTENT Consumer Patterns: lead with the shipped action-gate shape
  (ops-warden), keep Markitect as the planned knowledge-pipeline consumer.

8354485632 Make INTENT.md self-coherent
Remove external reference points so the intent stands on its own at the
abstract, stable level: drop named identity/SSO systems, named PDP/policy
products, named directory/enterprise systems, the named first-consumer
project, and the external IAM-profile path. Keep all of flex-auth's own
substance — purpose, responsibility boundary (stated as abstract roles:
identity layer / authorization / enforcement points), design principles,
concepts, API shape, standalone vs delegated mode, non-goals, early work.

Relationships to other systems belong in interface contracts and the
orchestration responsibility map, not in intent.

55120ec20a Land foundations: assessment, ADR-001/002/003, FLEX-WP-0005, Go skeleton
Pre-implementation assessment and boundary review
(docs/pre-implementation-assessment.md) lead to three ADRs:
- ADR-001 Go + repo skeleton
- ADR-002 Rego-in-Markdown policy package format
- ADR-003 Topaz-aligned MVP (Topaz spike moves into foundations)

New workplan FLEX-WP-0005 (Foundations and Topaz Alignment) is inserted
between WP-0001 (done) and WP-0002 (core). WP-0002 pins Rego-in-Markdown
for P2.3; WP-0004 P4.1 refocused from Topaz evaluation to Topaz adapter.

Go skeleton at repo root: cmd/flex-auth + internal/{registry,policy,
decision,audit,adapters} + pkg/api + Makefile + .golangci.yml + GitHub
Actions CI. make ci green locally; bin/flex-auth --version works.

INTENT/SCOPE cite the NetKingdom IAM Profile and add the ops-warden /
ops-bridge disjoint-surface clarifications.
