flex-auth

Policy-as-code authorization registry and control plane for NetKingdom-aligned systems.

Start with INTENT.md for the project boundary and direction. Research notes live in docs/.

Initial workplans live in workplans/, with sequencing captured in docs/workplan-planning-map.md.
