Close FI-WP-0004: V4-Flash collected on Scaleway Glacier (T09).

The Railiance stream finished 2026-09-13 with a complete manifest.
Re-checked 67/67 objects, 166898547054 bytes, all GLACIER; LFS SHA256
digests match and HEAD size/ETag/version match the manifest. Catalog
moves to collected with the S3 prefix; restore readback still pending.
