## Use-driven improvement and monthly oversight
The user requested an ecosystem reuse/improvement loop on 2026-09-27, with routine
operation autonomous and one monthly human progress/decision review. Follow
`docs/ReuseAndImprovementLoop.md` and FEP-WP-0008. Prioritize closing discovery,
consumer-outcome capture and verified execution over another unprompted source study.
Do not require routine human receipt entry or approval of qualified draft corrections.
Keep independent-human validation as an honest evidence requirement; it does not block
qualified reference use. Loop policy, access/budget expansion and stronger maturity
claims go into the monthly decision packet. Continue within existing scope meanwhile.
A workplan or cron definition is not proof of an enabled, successful unattended loop.
