uses continue under WP-0003 T01 and human/usefulness under this T03. No evidence
obligation is declared satisfied merely by transfer. Workplan remains active.
[M1-SeedReview](../research/reviews/M1-SeedReview.md) records pass/revise/defer criteria.
The eight-record editorial core is suitable for a qualified research preview; M1
remains revise/defer and T03 progress. WP-0007 packages it without canonical admission,
independent-human claims or fresh held-out evaluation.
