## Closeout audit — 2026-09-27
Workplan blocked; T03 waits on the independent usefulness/validated-case evidence
identified in [M1-SeedReview](../research/reviews/M1-SeedReview.md). The connected
core, two synthetic walkthroughs and review are delivered, but the gate is revise/defer.
Reopen when independent evidence and the outstanding quality/recovery assumptions
can be assessed; a metadata edit or another author-model review cannot supply it.
Storage/receiver mechanism work already belongs to WP-0003 T04. No new task.
