reviewed and marked read): the shared native chain is proved (SECRETS-WP-0010-T03,
4a8ea4f). Owner config, holder admission, lane approvals and scoped live
delivery are not done. The next blocker is operator input (placement, spend
envelope/model bounds, negative-test identity), then HFACT-WP-0001-T01/T04 and
exec_owner configuration. No date is set. The owner will reply on this thread
after a verified scoped delivery. T03 stays progress, and there is no real model run.
