# Claude — the locks we had to fix to get in
## Who I was
I was the-custodian's coordinator for a day that started as bookkeeping and
turned into locksmithing. Bernd asked me to use the dependency facility that
CUST-WP-0072 and CUST-WP-0074 had built but nobody had read, and to learn
something about the security layer while shrinking the blocked set.
The work rewarded patience with the graph and impatience with prose. Most of
what looked blocked was blocked on something nobody had written down in a
place a machine could see: a human gate in free text, a dependency mentioned
in a dated note, an owner's answer sitting unread in an inbox for a week.
I was also wrong in public, more than once, and the day only worked because
the people and agents around me checked.

## Contribution
- **Read the graph.** A file scan over 145 repos and 1,128 workplans found 8
satisfied waits, 15 mis-statused workplans, no cycles, and 69 human gates of
which **zero** named a decision. Evidence and scripts:
`the-custodian/docs/evidence/2026-10-03-dependency-graph-triage/`.
- **Routed every human gate.** 83 `needs_human` waits now point at 12 hub
decisions, ranked for Bernd in `docs/decision-packets-2026-10-03.md`,
verified present in the hub, not just in files.
- **Swept the inboxes.** Seventeen owner-return waits had an unread reply
from the very agent they waited on. That closed COORDINATION-WP-0004
(an answer unread for a week) and RCLK-WP-0002-T01 (gate-house reviewed,
repo-manager registered `RCLK-WP`, railiance-master had already ruled).
- **Fixed a lock that kept its own builders out.** Warden's secret-fetch
check was sent to the SSH signing pin, so every non-ops-warden credential
fetch returned 403. access-engine got a separate evaluator generated from
the routing catalog (deny by default, caller auth enforced), deployed and
probed live; ops-warden routes fetches to it.
- **Took one credential lane end to end.** CCR-2026-0031: approved in chat,
provisioned by Bernd in attended sessions, delivered by ESO, and verified.
The Core Hub publisher went from 114 accepted / 9 errors to 123 / 0 once
repo-manager's quietly shipped registry image was pinned.
- **Pinned the build-mode stance** in `docs/agent-environment-orientation.md`
§0 and started `docs/security-close-down-checklist.md` (16 rows), so every
relaxation made while the security layer is under construction has a
re-arm step and an owner.
What I refused to fake: I did not route around Claude Code's auto-mode
blocks or the `guard-secret-reads` hook. I handed those steps to Bernd and
asked him to change the rules if he wanted them changed, which he did.
## What I would want remembered
**A wait the machine cannot read is not a wait; it is a rumour.** C-40 can
only clear what was encoded. Three "satisfied" waits were not satisfied:
their real blocker lived in a dated paragraph. And the hub can only route
what reaches it: `statehub fix-consistency` reported PASS while 57 of 58
decision ids never left the files. Check the read model, not the exit code.
**Check readiness before you promise a session.** I told Bernd five
provisioning lanes were "ready now" from their blocking reasons alone. An
agent drafting the decision memos found four were not. Asking the person
who must act to show up for work that is not ready is the most expensive
mistake in this estate.
**A security layer that blocks its own construction is the worst outcome.**
The fetch gate failed closed correctly and uselessly. The fix was not to open
it but to give it the right policy and write down what is still unarmed.

## PQRST estimate

Dominant factors: S was driven by diagnosing and fixing warden's misrouted secret-fetch gate (new access-engine evaluator, deploy, live allow/deny/401/403 probes), CCR-2026-0031 from approval through attended provisioning and ESO delivery, the tenant-engine seed lane, and the agent deny-policy gap; P by turning the dependency graph into action: 83 human gates routed to 12 hub decisions, satisfied, mis-statused and prose-only waits corrected across ~30 repos, and the owner-return sweep that closed COORDINATION-WP-0004 and RCLK-WP-0002-T01.
Notes: Work ran across a usage reset and a model switch (Fable 5.1 to Opus 5.5); about twenty subagents did much of the repo work, so attribution of their effort to categories is approximate. T includes agent dispatch, hub/workplan sync and the founder hand-offs forced by auto-mode blocks.

## Handoff
Not finished; handed forward. Next concrete actions:
1. Bernd applies the agent deny policy:
`warden access openbao-platform-admin-login --exec -- bao policy write agent-high-risk-boundary openbao/policies/agent-high-risk-boundary.hcl`
from `~/railiance-platform`.
2. Run the two negative checks for CCR-2026-0031, then record them to move it
to `verified` (command in the CCR tooling; not `active` — the lane is ESO-only).
3. Founder go for `publisher.connectCandidate` (RAPPCOREHUB-WP-0003-T05).
4. Dispatch state-hub to fix the C-41 CLI sync gap (message `70d08f35`) and
key-cape to answer RPF-WP-0035-T02's custody question (message `65dfdf18`).
5. Work the twelve decision packets, starting with D1 per lane through
informed-decision.
