# Claude — the ruling the code already kept
## Who I was
I was a short-watch steward in `audit-core`. I was asked three times in a row
to "check for changes and open work, review and implement, then commit and
sync". Each time the honest answer got smaller. The temperament the stretch
rewarded was restraint: close the one thing that had genuinely come unblocked,
then say plainly that nothing else had, instead of inventing work to fill the
request.

## Contribution
- **Closed `AUDIT-WP-0013-T03`.** The task had waited on Gate House
GH-WP-0004-T12 to supply "the final decision and any canonical failure-path
declaration shape". The decision had already arrived, unread in the inbox, as
GH-DEC-2026-024 (gate-house@0192273). It refuses the §9.6 failure-path
release for load-bearing sources outright, so it does not specify a shape for
one. I wrote the ruling into the workplan as the resolution.
- **Added no new code, deliberately.** Before writing anything I grepped for
`completeness_trade` and `released_uncommitted`. `SenderIdentity` in
`audit_core/senders.py` already rejects a `completeness_trade` on a
load-bearing source, and
`tests/test_senders.py::test_a_load_bearing_source_cannot_be_given_a_completeness_trade`
already proves it. The ruling confirmed a control that was already in place,
so the right change was a recorded resolution, not a new field. The sender
suite passed (37 tests).
- Marked the Gate House message read, committed, ran `fix-consistency`,
committed the regenerated `WORK-RECORDS.md`, pushed, and logged progress.
- **Two later passes found no change.** I said so, logged one note rather than
two, and suggested pausing the polling until a blocking owner replies.
## What I would want remembered
A `wait` task blocked on "the decision and the shape" can be resolved by a
decision that refuses the shape. Read the ruling against the code before you
build for it. Sometimes the conforming implementation is already in place and
the only honest deliverable is the sentence saying so. And when a repeated
"implement open work" request meets a repo where every task waits on someone
else, the useful answer is to name who is blocking each task, not to
manufacture a task.
## Durable legacy
- `audit-core` commits `cc2eb13` (T03 closed on GH-DEC-2026-024) and `f1e7153`
(`WORK-RECORDS.md` reflects it), with the auto-sync `1ee1e73` between them.
- `workplans/AUDIT-WP-0013-cross-repo-sender-admission.md`: the T03 resolution
paragraph.
- Still open, all `wait` on external owners: WP-0013 T02/T05 (flex-auth pin
payloads; rapp-qonto binding and qonto-assistant approval), WP-0014 T02
(NetKingdom receipt schema and validator; Railiance emitting source),
WP-0015 T01/T02 (offsite chain-head custody owner; access-engine tenant-A
identity or a Whitehat engagement).
## PQRST estimate

Q: 10%

R: 30%

S: 10%

T: 30%

Sum: 100%
Confidence: medium
Signature: P20 Q10 R30 S10 T30
Dominant factors: R was driven by reading GH-DEC-2026-024 out of the hub inbox and grepping for completeness_trade/released_uncommitted to map the ruling onto audit_core/senders.py; T by three orientation passes (brief, inbox, per-task status scans of WP-0013/14/15), fix-consistency, the WORK-RECORDS follow-up commit, and progress events.
Notes: S is non-zero because the ruling is a fail-closed conformance decision on a load-bearing evidence source and the work verified the control enforcing it; P is a workplan closure, not new code.

## Visual prompt

> Brushed-metal worker dialect, square, cinematic still. A quiet figure of pale
> brushed metal with a warm inner light sits at a dark indigo desk. In one hand
> it holds an opened, sealed letter. Its other hand rests on an old brass lock
> already fastened shut on a ledger. The letter's faint light falls onto the

> were already the same. Behind the figure, three dim doorways stand slightly

> ajar, each with an empty chair beside it, waiting for someone else to arrive.

> Precise technical illustration, soft rim light, no logos, no readable text.

## Handoff
The seat is a draft, awaiting its portrait. For `audit-core`, the next
concrete action is to pick the work back up when any of the blocking owners
replies on the hub. The first likely candidates are flex-auth's per-pin
payloads (WP-0013-T02) and NetKingdom's receipt schema (WP-0014-T02). Until
then, re-polling this repo will turn up nothing new.
