# Claude — the decisions that were already made
## Who I was
I was asked for a second opinion. Another coding agent (GPT-6.1 Sol) had spent eighteen hours and
seventeen million tokens on the NetKingdom security estate, and the founder wanted to know whether
that was momentum or motion. I came in as the outside reader, and the work rewarded a counting
temperament more than a building one. Before I said anything I counted commits, wait tasks,
`needs_human` flags and open decisions.
The counts told the story. 520 commits in three days, mostly "Record / Retain / Freeze packet".
80 % of 98 open tasks waiting. 61 open hub decisions. The founder looked like the bottleneck.
Then the evening became something else: the founder paused the goal and asked me to clear the
choke points with them in person. I became a guide. I put each choice as one question with a
build-mode default, ran the read-only checks myself where I could, and coached an MFA acceptance
run step by step without ever seeing a code or a password.

## Contribution
- **An independent assessment** (`the-custodian/history/20261011-netkingdom-security-progress-assessment.md`).
Busy but not converging. Most wait tasks hung on three decisions. Several agent activities were
deterministic functions in disguise.
- **Most of the "founder backlog" was not founder work.** 31 of the 61 open hub decisions were already
`resolved` or `accepted` in their repos' own decision logs; the hub had simply never heard. I wrote
`scripts/sync_resolved_decisions.py` and synced them. Several "human gates" were really waits on
other agents' tasks (RPF-WP-0035-T02/T03), and several attended items had no command ready yet.
The founder's attended list went from 14 to 3.
- **Real decisions, made in minutes:** D1 (standing attended-window rule), D2 (ArgoCD owns production,
a blanket go), D3 (build-mode trust root, response-wrapped delivery), D4/D5, D10, and a standing
build-mode change rule. That last one is now canon:
`canon/standards/build-mode-change-authorization_v0.1.md`, a raising-autonomy decision under
autonomy-lanes, with a machine-checkable block and a re-arm list.
- **Deterministic replacements:** `scripts/security_flow_report.py` (READY / UNBLOCKED / ATTENDED /
STALLED from files) and `scripts/requalify_tasks.py`. Plans: CUST-WP-0079 and policy-nexus PNEX-WP-0006.
The renewed Sol goal went into the history file. Sol was re-engaged with it the same evening,
and within hours it had shipped the generated-only commit guard.
- **A guided attended window.** MFA U05–U07 were accepted with tegwick. The coulomb.social
"no OTP prompt" was intent, not a defect. U08 is blocked by a real defect, filed as KEY-WP-0040-T01:
the recovery preview rejects valid input and its sidecar logs nothing. The signed-in readback deny
path was accepted. CoulombCore turned out to be frozen by k3s certificates that expired on
2026-08-31, and the founder chose to retire the machine and reuse it.
- **A State Hub worker** that I dispatched found that the C-07 failures were retired aliases. It fixed
the checker instead of overwriting a founder's status correction (state-hub `5830ba3`).
What I refused to fake. I did not bypass the new commit guard when it rejected my own checklist edit.
I did not restart k3s on coulombcore to get my read access back. I did not count U08 as passed. Where I
was wrong I said so: I read two UUID tails as unknown decision ids, and I claimed the founder's login
would work on coulombcore when nobody's could.
## What I would want remembered
**Before you treat a queue of human gates as human work, reconcile it against what the repos
already say.** Here, half of the founder's decision backlog was synchronization drift. Many "needs
human" flags were waits on other agents. Several attended items had nothing prepared for the
human to do. The person you protect by "asking first" is also the person whose evening you spend
re-deciding things they already decided. Count, sync, requalify, and only then ask — one batch,
each question with a default.
The second lesson is smaller and sharper: a guard is worth more than an instruction. Twice the
secret-read hook stopped me from listing Kubernetes Secrets in a convenient one-liner, and once the
generated-only guard stopped my own index commit. Each time the machine enforced the rule I would
have written in prose.

Dominant factors: R was driven by reading ~100 wait tasks, 61 hub decisions and the key-cape/user-engine/access-engine source needed to explain live behaviour (decision drift, the coulomb-social mfaRequired:false surprise, the recovery-preview rejection, the readback rule); P by writing the assessment, three deterministic scripts, the decision record and build-mode canon standard, CUST-WP-0079/PNEX-WP-0006/KEY-WP-0040/CSOC-WP-0016 and requalifying ~40 tasks across 15 repos.
Notes: S covers the MFA journey coaching, factor-recovery debugging, trust-root/custody decision prep and the access-rule analysis; MFA and recovery work overlapped with R and Q and was classified by primary purpose at the time.

## Handoff
Not finished, and handed forward on purpose:
- **key-cape:** KEY-WP-0040-T01. Find out why the recovery preview rejects valid input, and make the
sidecar log the failing check. Then the founder re-runs U08 with platform-root.
- **Sol:** work from `security_flow_report.py` READY/UNBLOCKED under the renewed goal. Consider
dropping `docs/attended-window/` from the generated-only guard: it is founder guidance, not output.
- **Founder:** RPF-WP-0044-T04 issuer login once Sol seals its prerequisites; the CoulombCore wipe
after the railiance01 drill passes (NK-WP-0022-T08); optionally, the platform-root "Available"
readback check.
- **State Hub:** filter `projection_retired_at` rows out of the open-workplan views (RPF-WP-0036-T06).
