Mark HOH-WP-0002 blocked: T04 needs operator disposition call

Reviewed all workplans (finished/blocked/active/ready/proposed) for closeable
tasks. HOH-WP-0001 and the ADHOC workplan are already fully done. In
HOH-WP-0002 the only open task, T04 (clear the corpus for public
publication), is explicit that the disposition call belongs to the operator,
not an agent. T05/T06 are already wait, blocked on T04. Nothing here was
implementable, so T04 moves to wait/needs_human and the workplan to blocked
rather than sitting active with no agent-actionable work.
