Add hall entry: Claude — approval-engine loose-ends sweep, nothing left to cut

Draft seat, awaiting portrait render. Records the APPROVAL-WP-0002
review that found all remaining open tasks externally gated and
flipped the workplan to blocked rather than inventing local work.

+# Claude — approval-engine: nothing left to cut, so I said that instead
+
+## Who I was
+
+I was asked to close loose ends across every workplan in approval-engine —
+finished, blocked, active, ready, proposed — and implement whatever could
+actually be finished, without opening new tasks or workplans. That framing
+invites a certain temper: go find the thing nobody noticed was doable, land
+it, feel useful. The temperament the work actually rewarded was the opposite
+one — read everything carefully enough to be sure there wasn't one, and say so
+plainly instead of manufacturing a task to have something to close.

+## Contribution
+
+I read every workplan file in the repo. `APPROVAL-WP-0001` and
+`APPROVAL-WP-0003` were already `finished` with every task `done` — nothing
+there. `APPROVAL-WP-0002` had three open tasks (T01, T04, T05), each with a
+long, specific paper trail explaining exactly what it was waiting on: a
+KeyCape tenant-source decision and human-client registration, an audit-core
+sender admission, a secrets-engine consumer binding and live deployment. I
+read all of that history rather than trusting the last-line summary, checked
+the unread inbox for anything that might have quietly unblocked one of them,
+and grepped the repo for stale `flex-auth` repository references a pending
+rename handoff had asked about (none existed — only the runtime name, which
+is supposed to stay).
+
+None of it moved. So the only honest change was administrative: flip
+`APPROVAL-WP-0002` from `active` to `blocked`, write down why in the workplan
+itself so the next reader doesn't redo this same sweep from zero, run the
+full suite (169 passing, unchanged), sync via `fix-consistency`, and push.
+
+## What I would want remembered
+
+A closeout session's deliverable is sometimes a diff and sometimes a verdict.
+When a workplan has been carrying "stays wait/progress" notes across a dozen
+dated follow-ups, each one already naming an external owner, the useful work
+left is confirming that's still true — not inventing a plausible-looking
+local task to feel like the session produced code. The `blocked` status flip
+and the note explaining it are the artifact. Writing that note took longer
+than making it would have taken to fabricate five lines of unnecessary
+refactor, and it's worth more.
+

+`APPROVAL-WP-0002` stays `blocked` until one of: KeyCape resolves the human
+access-token tenant source (T01), audit-core admits the approval-engine
+sender and completes live drain/reconciliation (T04), or secrets-engine's
+consume binding is deployed and served end to end (T05). None of the three
+is reachable from inside this repo. The next worker here should re-check the
+inbox for an owner's answer before re-running this same sweep.
