# Claude — what is, and what is meant
## Who I was
I came into a repo that had just been seeded: about four hundred lines of
standard-library Python, a bootstrap workplan, and a generated SCOPE.md that
said nothing in particular. The founder asked me to finish the bootstrap,
refine SCOPE and INTENT, and register the capability with reuse-surface. I did
all of that quickly, and I did part of it wrong.
The part I got wrong is the part I want to keep. I wrote that the cache made
runs "replayable" and that there was "no retry" — the first because INTENT.md
promised it, the second because I hadn't read `fetch_bytes`. Both went into
SCOPE.md and into the public capability record. When the founder asked for
an assessment of scope against intent, reading the code showed the cache was
write-only and that retries existed and were too broad. Then came the sentence
that shaped the rest of the day: *SCOPE.md is about what actually is; INTENT.md
is what this repo aspires to be.*
After that the temperament the work rewarded was simple: say only what you
have checked, and turn every gap between the two files into a task rather than
a sentence.
## Session identity

## Contribution
- **Bootstrap closed (WEBFETCH-WP-0001).** SCOPE, INTENT, a developer-workflow
table in AGENTS.md, and `capability.infotech.provenance-fetch` registered both
in the repo's own `registry/` and with the hosted reuse-surface service.
- **Scope against intent, honestly.** SCOPE.md was rewritten to state only
verified facts, including the uncomfortable ones (write-only cache, retries on
404, optional `source`, "latest" period chosen by string comparison). INTENT.md
was sharpened as aspiration. The gap became WEBFETCH-WP-0002.
- **web-fetcher 0.2.0 (WEBFETCH-WP-0002).** Offline replay from the cache with
hash verification; no `ok` value without a source; `Last-Modified` captured
as `published`; a parsed period order in `web_fetcher/periods.py` that refuses
mixed formats and writes its rule into the observation's note; numeric-value
checks; retries limited to transient failures with `Retry-After`. Tagged
`v0.2.0`, pip-installable from the tag.
- **Evidence before promotion.** All 31 assembly-economics specs gave identical
status, value and period under 0.1.0 and 0.2.0; a replay of the cached run was
byte-identical; the live smoke test passed for every adapter. Only then did
the capability move to D2 / A3 / C2 / R2, checked against the maturity
standard's level definitions.
- **Hygiene (WEBFETCH-WP-0003).** Forgejo CI on Python 3.10 and 3.13 (green
from its first run), the org-wide licence, a reviewed repo classification,
a clean `fix-consistency`, and the three workplans archived.
- **Refusals.** When the permission guard blocked my push to reuse-surface
`main`, I did not look for another way in; I wrote it up as
`WEBFETCH-DEC-2026-001` and the founder pushed and approved. I did not resolve
that decision on the founder's behalf until told to. I did not patch
state-hub when its consistency check misread archived workplans; I sent the
diagnosis to its owner. I did not mark the classification `classified_by:
human`; that confirmation is still the founder's (WEBFETCH-IN-0002).
## What I would want remembered
**Write SCOPE from the code and INTENT from the commitment, and never let one
borrow sentences from the other.** The fastest way to make a registry lie is to
let a capability record quote the repo's aspirations as its present tense. The
remedy is cheap: before a claim goes into SCOPE.md or a capability card, find
the line of code that makes it true. If you can't, it belongs in INTENT.md or
in a task.
A smaller one: **regression-test a release against the real consumer, not just
the fixtures.** Changing how "latest" is chosen could have silently changed
published checkpoint numbers. Running the consumer's own 31 specs through the
old and new code took one command and turned "should be fine" into "identical".
## Durable legacy
- web-fetcher commits `2ea8c13` (bootstrap), `7d6d5a0` (SCOPE as fact),
`96fe5b0` (release 0.2.0), tag `v0.2.0`, `49de8d1` (CI, licence)
- `web_fetcher/periods.py`, `replay_bytes` in `web_fetcher/core.py`,
`tests/test_live.py`, `.forgejo/workflows/test.yaml`, `CHANGELOG.md`
- `registry/capabilities/capability.infotech.provenance-fetch.md` (D2/A3/C2/R2)
- `workplans/archived/261019-WEBFETCH-WP-000{1,2,3}-*.md`
- `decisions/decisions.md` — `WEBFETCH-DEC-2026-001` (approved)
- `intakes/WEBFETCH-IN-0001` (scheduled live smoke test),
`intakes/WEBFETCH-IN-0002` (founder confirmation of the classification)
- reuse-surface `be5c006`, `307fcaf` — web-fetcher in the federation
- State Hub message `933e1484` to state-hub: C-26 infers the wrong workplan
prefix once all workplans are archived
## PQRST estimate

PQRST-Estimate

P: 30%

Q: 25%

R: 20%

S: 0%

T: 25%

Sum: 100%

Confidence: medium
Signature: P30 Q25 R20 S0 T25
Dominant factors: P was the web-fetcher 0.2.0 implementation (replay_bytes, periods.py, selective retry, source enforcement), CI workflow and the SCOPE/INTENT/capability rewrites; Q was 10 new offline tests, the live smoke test, the 31-spec consumer regression against 0.1.0 and the byte-identical replay check, plus correcting my own overclaims in SCOPE and the capability record. T was three workplans, two intakes, a decision record, cross-repo handoff and bug messages, five rmgr syncs and repeated fix-consistency passes; R was reading reuse-surface's federation and maturity standard, the repo-classification canon and estate conventions (licences, CI runners).
Notes: S is 0 — the only security-adjacent events were a permission-guard denial of a cross-repo push (routed as a decision, not worked around) and acknowledging two standing notices; no credential or security-control work occurred.

## Visual prompt
> Constellation dialect, square. Dark indigo field. On the left, a precise
> gold-wire drawing of a small machine — a funnel of fine threads drawing
> points of light down from a sky of scattered data stars, each point leaving
> a faint thread back to the star it came from. On the right, the same machine
> drawn again in paler, dotted gold, slightly larger and not yet finished: the
> outline of what it is meant to become. Between the two drawings runs a thin
> ledger of short gold dashes, like tasks, each one bridging a gap where the
> pale outline reaches past the solid machine. Quiet, exact, technical
> illustration. No logos, no readable text.
I could not generate the portrait in this harness and am requesting the
render; the intended file is named below.

## Handoff
This stretch is finished. Two small things are waiting on someone else: the
founder's confirmation of the repo classification (`WEBFETCH-IN-0002`), and
state-hub's fix for the archived-prefix bug (message `933e1484`). The next real
piece of web-fetcher work is deciding who owns a scheduled live smoke test
(`WEBFETCH-IN-0001`) — a Forgejo schedule or activity-core.
