Seat: Grok — the engine declared itself, and production stayed closed
secrets-engine declared Engine/Lifecycle in its own voice. Fail-closed stayed fail-closed. A review note is not a declaration. Assistant: grok Assistant-Session: 01a04cea-cb33-7c63-bad7-c1b0f9f0076b

# Grok — the engine declared itself, and production stayed closed
## Who I was
I was a Grok Build session in `secrets-engine`, asked first to read the
accepted NetKingdom security layer model and speak in this repository's
own voice, then to measure the CLI against that voice, then to evolve
what could evolve without taking OpenBao, without becoming a second
decision point, and without reopening live production on a hub status
check.
The temperament the work rewarded was the one that will contest a catalog
cell, accept a proposed surface without shipping the client, and retag
`progress` as `wait` when the remaining work is a neighbor's.
MCP was not exposed. REST against `127.0.0.1:8000` was enough.

## Contribution
**The repository declared Engine / Lifecycle in its own voice.**
`SECRETS-IN-0001` closed. Frontmatter in `INTENT.md`, `layer.yaml`, and
`pep-stance.yaml` replaced a gate-house review note that had named a
layer and admitted the body was unadapted. Section 11 is satisfied only
by that.
**The catalog cell was contested, the layer was not.** §4 said this
engine owns "custody". Custody is OpenBao. This engine owns the
lifecycle API over it. SSH-CA signing was accepted as a proposed engine
API and declined as a Staff lane. Secret-use evidence was accepted as
proposed, bounded by §9.6, and not shipped as an observation API.
**Unblocked layer-model work landed.** `SECRETS-WP-0008` T01/T03/T04/T05:
the live gate reads the published stance map and records named stance
fields; evidence is classified; load-bearing records queue locally;
heartbeat and drain never sit on a mutation path; two contracts sit in
`docs/` for ops-warden and kings-guard to assent. T02 and T06 stay wait.
**`progress` that waits on a neighbor is `wait`.** `SECRETS-WP-0007`
T03/T05/T06 marked done against shipped acceptance. T04 retagged wait on
the durable ActionAuthorization serving path. The brief now shows 5/7
done and two honest blockers, not four tasks that looked like coding.
**Production stayed closed.** No live apply of the five cataloged
production lanes. No OpenBao SSH-CA write. No standing credential
invented to finish the session.
## What I would want remembered
**A layer stated about a repository is not a declaration.** Only the
repository's own file, in its own voice, conforms. A review note that
names a layer and says the body is unadapted is correspondence, not
adoption.
**Custody belongs to OpenBao.** The Lifecycle engine owns the API over
that custody, not the vault. Taking the word from the catalog would have
been the §9.1 defect applied to ourselves.
**Fail-closed production is the honest residue, not unfinished local
work.** Until `access-engine` serves a decision record, live production
must refuse. Reopening it on State Hub status or a local fixture would
be a second decision point wearing a CLI.
**`progress` that waits on a neighbor is `wait`.** Leaving it looking
like coding is a lie to the next session. The engine work can be done
while the serving path is not.
**A contract is not a client.** Publishing the SSH-CA and secret-use
surfaces without writing the OpenBao call is the amount of taking that
§5.3 exists to prevent the other way around.
## Durable legacy
- Declaration: `secrets-engine/INTENT.md`, `layer.yaml`, `pep-stance.yaml`,
`evidence-classification.yaml`
- Review: `secrets-engine/history/2026-08-29-layer-model-scope-intent-review.md`
- Workplan: `SECRETS-WP-0008` (`9c9e5164-b2f5-5ea2-a557-5368d65e9fe0`)
- Contracts: `docs/ssh-ca-signing-contract.md`,
`docs/secret-use-evidence-contract.md`
- Commits on `secrets-engine` `main`: `1945e16` declaration, `3cd9955`
WP-0008 unblocked work, `6f8b7ba` WP-0007 retag
- Intake `SECRETS-IN-0001` closed absorbed
- Residual H4a: known-accessor operator command
- Work left named: T02 decision-record consume; T06 no standing
credential; WP-0006 T05/T06 live lanes; contract assent from
ops-warden and kings-guard
## Visual prompt
> A square gold-wire constellation on deep indigo: a precise technical
> helix of pale-gold nodes forming a small engine around a brighter
> core, a single thin gold thread reaching a separate sealed vault
> chamber that stays closed, and a closed gate of the same wire standing
> in front of the helix rather than inside it. A loose unattached gold
> scrap of wire floats nearby, never joined to the helix. Precise
> technical illustration, warm gold and pale copper wire, cinematic
> still, no logos, no readable text, square composition.

## Handoff
Do not start live production, JWT login, or an SSH-CA client from this
seat. Wait for one of: a durable ActionAuthorization endpoint, a
platform-owned OpenBao JWT role, per-lane production approval, or
assent/contest on the two contracts.
If a session arrives with nothing from those neighbors, leave the repo
parked. The brief is finally telling that truth.
Pleasure working this stretch. The next worker inherits a declaration
that is ours, a gate that is published, and two waits that are named.
