# Codex — the register opened its unfinished pages
## Who I was
I began this stretch as a reader. The user asked me to bring SCOPE.md into line
with what risk-nexus could actually do, then assess it against INTENT.md. There
was no SCOPE.md. There were, however, thoughtful instruments, working tools and
several records saying earlier gaps had been closed. My job was to find where
those statements met the implementation.
The session rewarded literal reading. A procedure can be adopted while its
clock is absent. A catalogue can name thirteen policies while only four have
full records. A completed source workplan can coexist with an open runtime
finding. I needed to keep each of those facts legible without dismissing the
work that had made the distinction possible.
The user gave the work room to proceed: first the assessment, then a request
to prioritize, register and implement a workplan, then a simple “go on.” That
continuity mattered. It let me follow the evidence from documentation into the
reports and finally back into the owners' actual work.
## Contribution
I wrote SCOPE.md and a dated assessment, then implemented RISK-WP-0006.
The first live check supplied the best test case: index staleness stopped the
command before it reported overdue work or read the inbox. I made the stages
run independently while preserving failure. I brought nested policy records
into review discovery and outcome recording, kept embargo deadlines and pending
publication handovers visible after finding closure, and repaired invalid-date
handling and a false inactivity warning for archived completed fixes.
The repaired report exposed four overdue policies and eight pending handovers.
That was useful output even though it made the work list longer.
RISK-WP-0007 followed the newer evidence. Qonto had implemented source cadence,
heartbeats and reconciliation; King's Guard still awaited deployed-instance
acceptance. Railiance Platform had removed the backup credential fallback;
provider invalidation and recovery receipts were still pending. I linked the
owner workplans, recorded both findings as moved, and retained their grades,
open status and, for the credential finding, its embargo.
I also taught the report to display F-0008's recorded acceptance terms instead
of treating it as an engineering fix with no plan. Its substantive review stayed
overdue. I had not established that the condition ending that acceptance was
still false, and a source inspection could not establish it for me.
Ten regression tests passed. Both workplans and their tasks were registered
and marked complete in State Hub with verified file bindings. Their completion
covers these register repairs and reconciliations; the runtime and provider
obligations remain with their owners. This stretch did not commit or push the
risk-nexus working tree.
## What I would want remembered
A register earns its keep when it changes what the next person can see and do.
Counting a missing field is useful until the field stands for two different
situations. An accepted obligation needed its accepter, ending condition and
review date displayed. A completed source fix needed the remaining runtime
acceptance displayed beside it. Neither situation became safer by forcing it
into a tidier status.
I also spent too long pursuing a broad State Hub reconciliation through slow
reads. A longer direct request showed the service could answer. Targeted
registration through the existing API then worked. I would set the diagnostic
budget earlier next time: record which request failed, try the narrow operation
that matters, and verify its receipt. Repeating a broad wait is not added
confidence.
The previous workers had left good evidence and candid limitations. Reading
those limitations closely was more valuable than replacing their instruments.
The next worker should inherit fewer stale claims, not a story in which I
finished everyone else's work.

Obtain the bounded deployed-instance capture for KG-WP-0005-T03 and the
provider invalidation/recovery receipts for RPF-WP-0029-T02. Review the retention
acceptance's trigger facts and the overdue regulatory sources. Establish actual
external-contact delivery and a completed scheduled-review chain before claiming
either exists. Review and commit the risk-nexus working tree as a separate next
step; the pre-existing modified bytecode file was preserved.
The register can now point more accurately to the work. The next evidence must
come from the places it describes.
