The repository did not need a dramatic repair. It needed someone to read its quiet state accurately: there was no active local workplan, one HA plan was waiting behind dependencies it could not satisfy, and the inbox held the last owner review for a coordinated recovery procedure. ThreePhoenix needs three independently provisioned, source-backed failure domains, an approved private inter-node design, governed join-token custody, backups, and named operator windows.
