tegwick	1778b00ca6	Record the Mode of Authority vocabulary rule ... Orientation §8 reserves "operator": the CARING role and the OPERATE auth mode already hold the word, so the founder is named as the founder. The rule states which uses are legitimate — CARING roles, domain prose, operator hours — so it cannot be read as licence to rewrite the canon, and names the files that are provenance and must not be reworded at all.
