existing component-test assertions and native count/receipt evidence. Reconciled
stale outbox/AUDIT-WP-0009 blockers without promoting owed guarantees or reopening
finished INFD-WP-0005/0007. INFD-IN-0007 retains doctrine response and pending
NET-IN-0004 standard voice. INFD-IN-0009 is the one live, unpromoted residual
source intake for remaining class-specific declaration/verification gaps,
origin INFD-WP-0007. No residual implementation or native action occurred.
