.forgejo/workflows/service-image.yaml builds Containerfile from the pushed
commit's tarball and pushes forgejo.coulomb.social/coulomb/informed-decision
:main-<short sha>, then reports the immutable digest. Before pushing it
checks the zlib floor, the runtime smoke (tools/zlib_overlay/check_runtime.py)
and that the installed modules equal the commit's source.
Containerfile builds the wheel in-image (hash-pinned setuptools in
requirements-build.lock) and installs the zlib overlay's hash-pinned,
Alpine-signed zlib-1.3.2-r1 package offline, failing below 1.3.2-r1, so the
live image's zlib fix cannot regress. Overlay workflows are unchanged.
Local build: 13/13 container checks, zlib 1.3.2-r1, source manifest match.

Candidate files: review policy pin v14 (sha256:8911458f...), the
nk-bind-executor present_existing registry row (daily limit 10), and an
8081 ingress peer for exactly sso + app.kubernetes.io/name=bounded-executor.
The state-hub row is unchanged and outcome_read stays off. The image pin
stays at the live f5588f49 because no owner-CI full-service image exists
yet; the founder runbook (deploy/lifecycle/RELEASE-INFD-WP-0010-T02.md)
gates the release on it. Adds a side-effect-free present_existing probe
and release tests. Nothing applied.

key-cape 82b471f prepares approval:read on informed-decision-sitting-requester
for present_existing intake reads (INFD-WP-0010). The registration doc, JSON
and test no longer forbid read (applied state stays create-only; read is
recorded as preparedScopes), and create_sitting_approvals checks only
approve and consume, so it keeps working once read is live.

access-engine v14 (2de0f86) admits requester service:nk-bind-executor only
when the context carries approval_action == bounded-execution. Intake records
the verified binding.action; the intake context emits it for present-existing
memos only (create-path requests keep the v13 shape); build_request admits the
key only for a non-informed-decision requester; review refuses a changed live
binding.action as binding_changed before asking the PDP. Deployed pin (v13)
unchanged.

Founder decisions relayed 2026-11-01: GH-DEC-2026-026 accepted as drafted
(unblocks S4 doctrine; S4 now waits only on access-engine policy), and the
hub pulls decision outcomes through its STATE-WP-0096 dispatch worker.
S3 re-scoped: GET /v1/memos/{id}/outcome on the private listener returns
informed-decision.decision-outcome v1 for memos the caller posed, only for
a submitter row with outcome_read: true. Read-only and value-free.
T05 (enable after STATE-WP-0101) and T06 (retire push write-back) added.

A registered submitter with a present_existing profile may pose a memo that
pins an approval it created itself in approval-engine. Intake verifies the
object read-only (requested, no entries, human_control, actor == profile
actor, digest == memo, binding == intent, required_count 1, unexpired, one
memo per approval) and never creates, enters or consumes. The recorded
requester reaches review and the access-engine context. Existing submitters
are unchanged.
Answer doc accepts S1 (profile, not route; packet carries the admission),
S4 in principle (waits on gate-house classes and policy) and S3 (exists
behind INFD_HUB_WRITEBACK). Workplan INFD-WP-0010 proposed.

The single-memo review page already fetched and labeled
approval-engine's binding.principal "Requesting party" -- the party
the approval was issued on behalf of, distinct from memo.binding.principal
(the reviewer being bound). The overview/list page fetched the same
live approval record for status but never surfaced this field.
OverviewRow gains requesting_party, populated only when the fetched
binding's digest matches the memo's pinned digest (same trust
condition status already uses); ui.py renders it as "Requested by: ...".
No new approval-engine call or flex-auth scope needed -- the record was
already being read.

The overview now requests the new list action and its rows carry only the
memo id, version, question, live approval status and the person's own
responses without notes. Opening a memo still asks read; every act asks
its own action. The fixture Flex Auth package admits list under a
re-derived pin. Not deployable until flex-auth answers INFD-IN-0008.

gate-house ruled the section 3 vocabulary closed at four case-insensitive
tokens and named Staff (role pep-shaped unchanged). Both files were changed
the same day, as this repository had committed to. INTENT.md now governs.
layer.yaml is marked derived from INTENT.md and carries no standard or
companion version. The reasoning behind `surface` stays in layer.yaml as
history.
INFD-IN-0006 is closed. INFD-IN-0007 asks once more how section 3.4's Staff
definition fits a deterministic, non-agentic, evidence-holding repository.
It is a question only: nothing waits on it.
Section 4 answer: yes, as a Staff / pep-shaped / evidence-source row. The
emission guarantee is owed per event class: presentation (volume),
disposition (rare), stance-application (rare). See
docs/section-4-catalog-row.md.
