tegwick ee6a65b80a Draft unsigned three-attempt spend memo infd-20261014-b01 (REINAH-WP-0008-T07) 
Up to three metered Glas proof attempts, EUR 10 total and EUR 5 per
attempt, observed-usage settlement, until 2026-10-31. Replaces the
exhausted one-attempt envelope from infd-20260927-b02. Not submitted.
