**DAILY BRIEF**
Saturday, 10 October 2026 (Europe/Berlin)
**Frontier weather:** Cheap, fast small models and European open-weight previews under a still-gated long-horizon flag; real-work judgment and taste remain the binding constraint.

### Frontier & markets
**Confirmed.** Anthropic released Claude Haiku 5.5 on 7 October: its cheapest and fastest small model to date, with adaptive thinking/effort controls, 1M-token context, and 128k max output. Pricing is $0.10/$0.50 per million input/output tokens for prompts ≤100k (covering ~90% of prior Haiku traffic) and $0.50/$2.50 above; cache reads are $0.01/$0.05. Anthropic states it runs ~75% cheaper on average than Haiku 4.5 after tokenizer effects. Concurrently, Sonnet 5.5 cache-read prices were halved to $0.10. It is available on the Claude Platform, AWS Bedrock, Google Cloud, and Microsoft Azure. Vendor numbers show large gains over Haiku 4.5 on OSWorld 2.1 offline (72.4% vs 15.7%) and Terminal-Bench 4.0 (39.2% vs 0.0%), with AA Intelligence Index v4.3.2 scores reported around 43.

**Confirmed.** Mistral opened a public preview of Mistral Large 4 (“Le Chonk” / ML4) on 6 October: a ~1–1.05T-parameter natively multimodal MoE with ~49–52B active parameters, 1M context (preview listings vary), trained on 3,800 NVIDIA Grace Blackwell GPUs in European datacenters. Preview API is live on Mistral Studio; open weights are promised by month’s end. Pricing has been listed in the $0.68–1.36 / $2.09–4.18 range. Mistral positions it as the strongest open-weight model outside China on aggregate and enterprise (cyber, finance, law, visual grounding) workloads. AA Intelligence Index v4.3.2 scores sit near 38.

**Confirmed.** Google DeepMind announced Gemini 4 Argon on 30 September as its next frontier model for long-horizon software engineering, enterprise knowledge work (legal/finance), and cyber defense. Headline engineering change is a 1M-token output limit (from 64k). Introductory pricing is $2/$10 per million input/output (cached input 95% off). It is rolling out first to trusted cyber defenders via the Fairwind Program; broader API and Google AI Ultra access is planned with no public date. Vendor benchmarks claim leads on DeepSWE v1.1 (77.9%) and several knowledge-work suites.

OpenAI’s GPT-6.1 Sol (29 September) remains the near-Astra tier at $2/$10 with aggressive cache pricing. On Artificial Analysis Intelligence Index **v4.3.2** (do not mix versions), Claude Opus 5.5 (max) leads reported configurations near 57–58, with Sonnet 5.5 close behind; saturated or older exam scores are not used as rankers. Terminal-Bench 4.0 (current public release, 66 tasks) shows vendor and independent scores in the high-50s to low-70s depending on harness and effort; scores are not comparable across Terminal-Bench versions.

### Science of intelligence
**Confirmed.** Epoch AI released Automation Reports on 8 October: realistic, open-ended tasks drawn from its own work (graphic design, Data Insights, data explorers, AI data-center research, research design), graded by human staff against internal standards. Claude Fable 5.1 and GPT-6 Astra lead at ~65% aggregate but fall short of full automation. They are reliable on well-defined subtasks (coding, analysis, computer use) yet fail to internalize house style/taste, design informative experiments, or avoid treating flawed setups as findings. Open-weight models lag even on the defined parts. This exposes gaps that easily verifiable benchmarks miss.

Epoch’s ECI places Claude Opus 5.5 at 167, narrowly ahead of GPT-6 Astra. An EBR-bench update (learning-from-experience board game) noted GPT-6 Astra exploiting an overpowered card (now banned). Chollet’s framing—intelligence as skill-acquisition efficiency relative to priors, experience, and generalization difficulty—continues to structure ARC-AGI discussion; ARC-AGI-3 (interactive) remains hard, with high reported scores sensitive to harness and not pure first-exposure efficiency.

### Engineering
Agent surfaces advanced: Anthropic Managed Agents gained dynamic workflow support; Google Cloud previewed a universal Gemini agent across Workspace and third-party tools; ChatGPT added Intelligent UI components for GPT-6. Terminal-Bench 4.0 and related agentic suites (OSWorld-Verified, DeepSWE, SWE-bench Science) remain the practical measurement layer; scores cluster and are harness-sensitive.

Hardware: OpenAI–AMD announced a 6 GW Instinct GPU capacity deal (MI450 starting H2 2026). Nvidia’s Rubin/Vera Rubin generation emphasizes tokens per megawatt and lower training/inference cost. Rack power density continues rising (Blackwell-class ~150 kW, Vera Rubin targets ~240 kW). Energy and interconnect queues are the binding constraints; Epoch estimates chips shipped through 2027 could support tens to low hundreds of millions of concurrent frontier-model agents.

### Political / legal / social
Regulatory paths remain divergent. The EU AI Act’s general-purpose model obligations and Article 50 transparency duties are active; high-risk obligations were deferred (Digital Omnibus) to December 2027 / August 2028. The US continues with executive orders, the AI Action Plan, voluntary early-access arrangements, and a September industry audit/oversight accord; federal pre-emption has not passed. China maintains application-specific rules under state control and is advancing WAICO for Global South engagement. G20 light-touch principles were endorsed earlier in the autumn. Anthropic has faced reported US government scrutiny (Pentagon supply-chain labeling). No primary source indicates a single global binding regime.

### Ledger actions
- **Frontier** label: conditional on Gemini 4 Argon broader availability and independent Terminal-Bench 4.0 / DeepSWE / Epoch Automation numbers; current gated status keeps it provisional.
- **Efficient** label: Haiku 5.5 and GPT-6 Luna price/performance points are candidates once AA v4.3.2 and Terminal-Bench 4.0 cost-per-task data stabilize; Mistral Large 4 open weights (end-October) would move the open-weight efficient tier.
- **Budget** label: further cache and small-model cuts (already seen on Sonnet 5.5) or sustained $0.10-class pricing would expand the budget band.
- Five-benchmark atlas: rebase any Terminal-Bench entries to 4.0 only; do not carry 2.x/3.x scores; track OSWorld-Verified and Epoch Automation Reports separately from composite indexes; watch ARC-AGI-3 first-exposure protocols.
