**Intelligence Radar DAILY BRIEF**
**29 October 2026 (Europe/Berlin)**

Frontier weather: Capability increments continue at high cadence, with limited-access models claiming the top of the current composite index while open-weight coding and cyber tools advance and mid-tier prices compress. Agentic software workflows are measurable in production volume; regulatory and capital-market tests run in parallel.

### Frontier & markets
Google DeepMind announced Gemini 4 Carbon on 28 October as its strongest model, with state-of-the-art cybersecurity and long-horizon claims. On Artificial Analysis Intelligence Index v5.0 it scores 59 (high reasoning), one point ahead of Claude Opus 5.5 (max, 58). Google reports 88.2% on SEC-bench Pro (vulnerability finding), 54.8% on ExploitGym, and 71.0% on CWE-bench (patching), all without guardrails. Introductory API pricing matches Argon’s: $2 / $10 per million input/output tokens (cached input 95% off); standard pricing later rises to $4 / $20. Access begins this week for a subset of cyber defenders under the Fairwind Program; developer, business, and consumer availability is undated. Confirmed via Google blog and Artificial Analysis model page. Carbon does not replace Argon.

OpenAI released GPT-6.1 Terra on 26 October, a mid-tier model positioned for visual reasoning, computer use, and everyday writing. Standard API price is $1 / $5 per million tokens—half that of the prior Terra generation and of GPT-6.1 Sol. It is available in ChatGPT Work, Codex, and the API (gpt-6.1-terra) for Plus/Pro/Enterprise/Edu users, with a ~1.05 M context. OpenAI’s own figures show large gains versus GPT-5.6 Terra on Terminal-Bench 4.0 and internal error rates; independent AA scores place it well below the top of Index v5. Confirmed.

Mistral released open weights for the improved Mistral Large 4 (“Le Chonk”) on 29 October: ~1 T total / ~52 B active multimodal MoE, 1 M context, trained on European infrastructure. It leads open-weight results on Terminal-Bench 4.0 (41%, up from preview) and matches leading open models on the Artificial Analysis Coding Agent Index while using substantially fewer tokens. License is Mistral Ecosystem Open-Weight (modified MIT; Model-as-a-Service commercial use requires a separate license). FP8 and NVFP4 checkpoints are on Hugging Face. Confirmed.

Google also announced Genie 4 (27 October), a real-time interactive world model with native audio, improved physics/character realism, and Gemini-guided coherence; limited trusted-tester access, with Project Genie and API early access “soon.” NVIDIA released open-weight Nemotron 3.5 Transcribe (speech-to-text, speaker diarization, translation). No single model leads all evaluations; board and version must be named.

### Science of intelligence
Artificial Analysis Intelligence Index v5.0 (launched 27 October) reweights toward private or held-out sets (majority of the composite) and agentic/scientific tasks: equal 25% knowledge-work, coding, science, and general categories. New or upgraded components include FrontierCode 2.0 (Cognition private repo tasks, merge-grade scoring), Terminal-Bench-Science, HLE-Diamond, and updated AA-Omniscience. No model leads all nine component evaluations; specialization is visible (Opus strong on certain coding and knowledge, Carbon on science terminal and omniscience accuracy). The closed-to-open gap widened relative to prior index versions. World models such as Genie 4 treat interactive simulation (with planning agents in the loop) as a route to safer agent/robot training environments. These are measurement and modeling updates, not product claims. Confirmed via Artificial Analysis methodology and lab posts.

### Engineering
GitHub Universe reported agents originating >40% of pull requests in September (up from 17% in March; 110 M in September alone) and made Copilot Fusion generally available: multi-model routing/orchestration that, on the Artificial Analysis Coding Agent Index, lands within ~2 points of Claude Code + Opus 5.5 Max at roughly half the cost and ~40% less time per task. Agent Merge and multi-repo projects further embed agents in the delivery loop. Carbon’s long-horizon internal use (multi-day engineering runs) and Mistral’s token-efficient coding gains illustrate inference-cost pressure. Speech models and world-model audio generation expand multimodal tooling. Hardware notes: Mistral trained Large 4 on European Grace Blackwell clusters; open weights lower the barrier to local/custom inference.

### Political / legal / social
Anthropic filed its S-1 on 26 October for a Nasdaq listing under ticker ANT. First-half 2026 revenue was $16.3 B (steep year-over-year growth); net loss $80.7 B was driven largely by non-operating accounting items related to financing notes, while operating results improved. Governance preserves founder voting control and public-benefit structure; risks section covers misuse, misalignment, and compute commitments. Confirmed via SEC filing coverage.

EU AI Act high-risk (Annex III) obligations were delayed to 2 December 2027 (Digital Omnibus); transparency and other rules remain on earlier timelines. US states continue to enact AI-specific laws (child-safety, advertising disclosure, etc.); the September White House Accord on Super Intelligence set voluntary internal controls, external scrutiny, and board oversight for leading labs. UK biosecurity initiative includes model access and credits from major labs. Cyber-first staged releases (Fairwind) and open-weight sovereign options reflect dual-use and control pressures. Social effects of agent-generated code volume are now measurable on GitHub.

### Ledger actions
Index version is now v5.0; do not mix with prior versions. Carbon’s 59 (AA Intelligence Index v5, high) and limited availability would place it on the Frontier board once publicly usable; until then it is Frontier-capable but availability-constrained. Mistral Large 4 open weights strengthen the Efficient/Budget open-weight coding and cyber tiers (token efficiency + Terminal-Bench 4.0 open lead). GPT-6.1 Terra’s $1/$5 pricing compresses the mid-tier Efficient band for computer-use and routine agent tasks. Five-benchmark atlas should note specialization (coding agents, science terminal, cyber defense, knowledge work, general) rather than a single composite leader. Price cuts, cache discounts, and region/program-gated access remain first-class for label updates.
