IR-WP-0005-T02: record secrets-engine coordination update
secrets-engine confirms T02 needs no ops-mason build (existing openrouter-llm-connect policy/AppRole covers it) and withdrew the guest-clock hold on the new approval cycle (claim/consume uses a Railiance Clock trust file, not the OS clock). Requested secrets-engine open the three new apply/verify/exec approvals for the pinned intelligence-radar-key-check recipient. T02 stays wait pending human acceptance and pass/fail evidence. ## T02 coordination update, 2026-09-27
secrets-engine confirms (message `c91e1fce-04d1-4425-8a34-2c07af59bd98`, corrected
by `6ca4239f-a5c2-4807-b8e0-6d615ba2d6ed`) that T02 needs no new build: the existing
`openrouter-llm-connect` policy and AppRole `se-prod-openrouter-llm-connect`
(applied 2026-09-16) already cover it, so ops-mason has no work ahead of this
delivery. The pinned recipient is `intelligence-radar-key-check` (a fixed,
read-only `GET /api/v1/key` check). The three approvals consumed on 2026-09-16
(`apply 9935335c`, `verify 273d6882`, `exec 7ba0c13b`) are not reusable; T02
needs three fresh apply/verify/exec approvals for the same pinned recipient.
The initial reply said the cycle would wait for the guest clock to report
synchronized; that hold was withdrawn the same day — claim/consume goes through
a separate Railiance Clock trust file, not the OS clock (which stays flagged as
the unresolved residual `INFD-IN-0005`, unrelated to this gate). Radar asked
secrets-engine (message `45b52d6e-7a3b-4ebe-ac15-d8137957731f`) to open the
three new approval requests. T02 stays `wait` pending human acceptance of those
approvals and the resulting pass/fail evidence.
