# ADR 0001 — Local evidence workflow and normative precedence
Status: accepted, 2026-09-13.
Use ChatGPT's INTENT, concept model, and evaluation method as the governing design.
Integrate Grok's editorial structure and reading material. Keep source archives
immutable. Runtime records are content-addressed JSON envelopes; analysts supply
source material and review claims. This needs no hosted infrastructure to operate.
Precedence: INTENT → TaskModelEvaluationMethod → versioned policies → operational
templates. ArchitectureBlueprint describes the target; SCOPE describes implementation.
All imported current-world claims require verification before recommendations.
Benchmark fitness must not be reported as calibrated task success.
Domain `infotech`, topic `custodian` fits the existing cognitive infrastructure
umbrella. `IR-WP-` identifies file-backed workplans; Statehub is their projection.
