KG-WP-0005: mark blocked, T03 needs external runtime-owner capture

All work completable inside this repo (T01, T02) is done. T03 requires
observing an authorized deployed qonto-assistant process, which this
Staff-layer repo cannot produce itself without opening a direct client
to a Tooling-layer/deployment system. No other active, ready, proposed,
or blocked workplans have outstanding in-repo work.

`active` to `blocked` pending that external input; no further action is
possible here until it arrives.
