8de8fddf37 MAS-WP-0012 finished: one outbound path and one send cap 
mas_modes.mailer.Mailer is the only outbound path (own SQLite + lock),
shared by the ticket service and both EmailMode roles. Over the cap mail
is held and reported (send-cap-reached, held); held mail is purged after
email-held-duration-max (7d) and not stored beyond emails-held-storage-max
(100MB). The ticket service's legacy outbox is imported once so the live
count carries over (checked on a copy of the live DB: 4 sent). Entrypoint
passes the cap and both limits.

e91cd01a02 MAS-WP-0010 T01-T05: mode contract v0.1, schemas, callback stub, email as master 
mas-modes-v0.1-spec/ (contract, message + gateway-event schemas, transition
table, message fixtures, statute) vendored into mas_modes. EmailMode
implements the master role over the reference ticket service (MasterStore):
handoff, negotiation by email, statuses in the thread, timeouts, resume by
email, principle 10 shared via mas_modes.mailer.

f78939af5c Ticket service issues lower-case ids (SCP-7) 
The id a customer sees in replies now matches what forwarders and list
servers deliver. Existing upper-case tickets still match case-insensitively.

12d7e972ba MAS-WP-0005-T03: match ticket ids case-insensitively (SCP-7) 
Forwarders (IONOS) and list servers (Google Groups) lower-case local-parts,
which lost a list post to its ticket in MAS-WP-0003. Lookups use COLLATE
NOCASE; storage and replies keep the id as issued.
