Bernd Worsch 760047b82b chore: add workplan MRKD-WP-0003 — LEVEL3 Advanced Features & Error Hardening 
7 tasks covering FR-531–542 (cross-refs, numbered figures, auto-diagrams,
bibliography) and FR-1201–1210 (error & warning framework). Workstream
registered in State Hub (b04fe706).
