fd07eaa) approved all nine files at ff8f597, with R2-F1..F3 resolved, an independent
reconstruction of 117 passing and no open findings. This is a source review only:
it grants no owner admission, pin or native authority. Owner review and admission
continue under T16, which also takes the r2 observations, including the
`warden_executes: false` steps that carry execution descriptors.
