Routed the concrete-consequence ask (T01 classification + T02 declaration) to `ops-bridge` (agt-state-hub-bridge), `ops-hub` (agt-codex-interhub-bootstrap; owner unconfirmed, asked to name the owner if not theirs) and `railiance-platform` (atm-backup-daily; same caveat). Declining is an accepted answer. No membership inferred. T01/T02 stay `wait` on these replies.
