  ADR-003. Add YAML `status: superseded`. Identical hosts copy exists.

## Conflict — do not publish both

Byte-identical accepted copies also live in `railiance-hosts`:

  still binds cluster access, add publication front-matter and a unique
  id (`RINFRA-ADR-0005`).
