prj-forgejo-org-refactor

A migration to establish railiance, netkingdom, helixforge, binky and potentially a steward-owned incubator as Forgejo orgs next to coulomb, with relevant repos changing their org to better structure discoverability and responsibility.

Status: preparation delivered for review; migration remains deferred. See the inventory and its gaps, stewardship proposal and assignment matrix, and preparation evidence. T01/T02 wait on authenticated completeness and stewardship acceptance; T03 onward still requires all four entry conditions in ORGREF-WP-0001.

Why this is a project and not a workplan

The seed recorded 112 coulomb origins. September preparation identifies 141 public server repos plus 12 additional local paths, with private completeness still unproven. Migration touches Git remotes, ArgoCD repoURL sources, Chart.yaml metadata — and, most dangerously, container image paths, because Forgejo's package registry is org-scoped. That last one fails deferred: not at rename time, but at the next pod reschedule.
