UPC-WP-0002-T01/T02: record OH command day scheduled for Sunday 2026-08-16

Tracker moves from 'slipped, unscheduled' to a fixed date, with the Sunday
caveat recorded: OH-2026-001 has a human counterparty whose office is closed,
so the expected outcome is 4/5 closed + StB mandate awaiting reply, not 5/5.
Gate-impact table gains the expected post-day row; running order revised to put
the StB email first and the open-ended DUO backlog last.

missing from the runbook's must-do list and has been added.
