# S1 decision package — "vessel administratively clean"

**Lane:** Yellow (prepared for founder review; approve/reject, not open-ended).

**Target record:** `binky-control/SuccessMilestones.md` → mark **S1** or record
explicit residual exceptions.

**Status: DRAFT — not yet decidable.** This package is pre-built so that the
moment the G1 OH batch drains it can be filled from
`evidence/g1-oh-batch.md` and put in front of the founder in one pass, rather
than assembled from scratch after the fact. Do not present it while the
evidence column below is empty.

## Decision asked

> Is Binky Hedgehog GmbH **administratively clean** — Handelsregister, address,
> tax/StB mandate, bookkeeping workflow, and banking access current and usable
> for ordinary operations?

Answer is one of:

- **A — Mark S1.** All five evidence rows green; no residual blocks ordinary ops.
- **B — Mark S1 with named exceptions.** Rows green enough to operate; each
  remaining gap has a live work record outside this project (G9 condition).
- **C — Do not mark.** At least one row blocks ordinary operations; name it and
  the next action.

Option B is the expected outcome, not a compromise — G1 is defined as
"current and usable for ordinary operations", not "zero open items".

1. Founder marks S1 (or records exceptions) in `binky-control/SuccessMilestones.md`.
2. Update `architecture/gate-map.md` G1 row → `met` or `partial` + explicit residuals.
3. Update `evidence/g1-oh-batch.md` gate-impact table.
4. Close UPC-WP-0002-T03; hand remaining non-G1 residuals to T04.
