Add coulomb-social Helm chart and deploy targets

Chart mirrors vergabe-teilnahme Django probe/secret pattern. Non-secret values pin KeyCape OIDC and user-engine URL; env Secret holds secrets. Makefile: dry-run, deploy, ingress, status, logs.
