Add coulomb-social-env secret create/patch script
Builds SECRET_KEY, optional URL-encoded DATABASE_URL from app DB credentials, and USER_ENGINE_PROXY_SECRET from user-engine-runtime. Never prints values; Makefile dry-run and apply targets.
