config-hosteurope names port 16443, but the k3s-api-railiance01
ops-bridge tunnel listens on 16444, so every default target failed
with connection refused. Switch Makefile, tools and docs to
~/.kube/config-railiance01 and fix the restore recipe to rewrite the
API address to the tunnel port. The node-side hostPath in STATE.md is
unrelated and unchanged.

RAPPS-WP-0016-T01: founder-run targets rotate the forgejo_admin password
into OpenBao (platform/workloads/forgejo/break-glass-admin) and record a
value-free sign-in. T01 stays in progress until the founder runs them.

Use PROTOCOL=smtp+starttls with the EU relay (smtp.ionos.de). Port 587 with
implicit TLS on smtp.ionos.com failed TLS handshake; .com auth also fails for
EU mailboxes. Document OpenBao PASSWD field mapping in operator docs.
Add forgejo-mailer ExternalSecret, inject GITEA__mailer__PASSWD from the
synced Secret, remove mailer from SOPS overlay, and add ESO bootstrap targets.
