## INTENT basis and judgement

||||
INTENT.md's One-liner and Core Principles make railiance-master the Taxonomy home
|
||||
for Railiance workload architecture and shared vocabulary. Operating Context and
|
||||
How Railiance Consumes NetKingdom Security expressly separate that responsibility
|
||||
from NetKingdom constitution, access-engine authorization, approval-engine claims,
|
||||
secrets-engine custody and policy-nexus publication. This repository causes no
|
||||
protected side effects and remains outside the NetKingdom §4 catalogue.
|
||||
|
||||
A11 r2 preserves the repository's own INTENT frontmatter as its authoritative
|
||||
boundary and requires its derived sidecar to agree. Its explicit single-repository
|
||||
scope accommodates honest local verification without enrolling railiance-master in
|
||||
§4: our result is voluntary, outside catalogue scope, never estate conformance.
|
||||
This agrees with ADR-0010 accepted-2 and the already completed RMASTER-WP-0027.
|
||||
|
||||
A12 r3 separates a standing layer from revision-scoped evaluation and preserves
|
||||
provenance citations. In particular layer.yaml's note, "Outside §5 by the v0.5
|
||||
scope rule", states historical provenance rather than pinning our layer to v0.5.
|
||||
Comments referencing v0.7/v0.2 and schema_version: 0.1 are expressly outside its
|
||||
reach. The actual frontmatter and sidecar contain no standard or companion pin.
|
||||
Versioned stance, claims and classification maps remain permitted. Every run names
|
||||
its authority; retained evidence carries its source revision, but no durable
|
||||
conformance record is required. ADR-0010's older phrase "belongs in a derived
|
||||
conformance record" is read through GH-DEC-2026-020 §4 and the exact reviewed r3
|
||||
text, which permit on-demand output. Neither amendment adds an axis, a decision
|
||||
point, a runtime owner or an admission grant. No technical objection remains.

return from this owner. This is a fresh technical owner review of the exact digest

||||
above; it does not reuse the earlier position as assent to a later revision.

GH-DEC-2026-021 §1 resolves the prose citation question and §5 introduces the

||||
single-repository scope. Current AGENTS.md contains no human-only reservation for
|
||||
this technical review. Custodian delegated-owner-review v0.1 authorizes this owner
